You are entitled and encouraged to complain if you believe that you have been unlawfully restricted in organising or participating in a public initiative.
Ministry of Justice and Public Administration
The Ministry of Justice and Administration and the Institute for Information Systems Security are the competent authorities for issuing the certificate and checking the compliance of the system for online collection of statements of support. The Ministry of Justice and Administration is the competent authority for coordinating the process of checking declarations of support and for issuing a certificate of the number of valid declarations of support. The Agency for Personal Data Protection is responsible for supervising the implementation of the Regulation in the field of personal data protection.
If you believe that the signatures that you have collected in the European Citizens Initiative have not been validated or the online platform used for collecting the signatures has not been approved in violation of the law, you may appeal the decision of the respective authority in an administrative court.
Constitutional Court
If your right to participate in or organise a public initiative is restricted by law and you believe that this legal regulation is incompatible with human rights, you may also complain to the Constitutional Court. The Constitutional Court may accordingly declare the legal regulation restricting your right to take part in said organisation incompatible with the Constitution.
Complaints to international human rights bodies
If you believe that the violation of your rights has not been remedied by Latvian institutions or courts, you can submit a complaint to international or European institutions, such as the European Court of Human Rights or the UN Human Rights Committee.
